Does that mean open the hyperlinks and navigate to the <seealso … declarations in the IDE?
If so, that is not the case (unlike previous versions).

It means that <seealso href="xxx" /> will be transformed to <a href="xxx" target="_blank" /> which is consistent with <see href="xxx" />.

It was to solve the issue some website could not be loaded correctly in CHM viewer which is IE based.
